Method
1. In a large mixing bowl, combine rice flour, salt, and water. Mix well to form a smooth dough. Cover and set aside for 10 minutes. 2. Remove from heat and let it cool. 3. Divide the dough into small lemon-sized balls. Flatten each ball with your palms and make a small well in the center. 4. Place a small spoonful of the coconut-jaggery mixture in the center of the flattened dough ball. Seal the edges and roll it into a smooth ball. 5. In a frying pan, heat oil over medium heat. Once the oil is hot, add the stuffed balls to the oil, a few at a time. Fry until golden brown, turning occasionally. 6.
